Formally a public housing complex named Chester A. Bowles Park, the new Willow Creek development is a mixed-income residential community in the Blue Hills neighborhood of Hartford. This third phase of the redevelopment includes 8 buildings with 30 townhouse style units.
The first two phases certified under LEED for Homes, ENERGY STAR and Indoor air-PLUS. In this third phase, the project team strove to achieve the highest energy standard: a Passive House certification. Willow Creek consists of a mixture of low-income, middle-income, and market-rate renters, in addition to five units of supportive housing for the homeless.

All 30 units are DOE Zero Energy Ready Homes, Energy Star v3.1, Indoor airPLUS certified, and LEED v4 gold pending but only 5 buildings are PHIUS+ Core certified.
